The area has an obvious draw that brings new residents in droves\u2014it\u2019s been one of the fastest growing parts of the country over the last decade\u2014along with travelers willing to pay an average of\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.airdna.co\/vacation-rental-data\/app\/us\/florida\/sarasota\/overview\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">$248\/night<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in popular destinations like Sarasota. But Hurricane Ian is estimated to have caused\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.rms.com\/newsroom\/press-releases\/press-detail\/2022-10-07\/rms-estimates-us67-billion-in-insured-losses-from-hurricane-ian\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">$67 billion<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in privately insured losses and an additional $10 billion in losses from the National Flood Insurance Program (NFIP), according to risk modeling company\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.rms.com\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">RMS<\/span><\/a><span data-preserver-spaces=\"true\">.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">What will happen to the area\u2019s real estate, rental, and insurance costs after this catastrophic event? That remains to be seen, but Florida\u2019s coastal homes may become even more out of reach for everyday homebuyers, shifting the market into the hands of wealthy investors who can still make a killing on vacation rentals.\u00a0<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">What Happens to Real Estate Prices After Hurricanes?<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">After each of the most expensive hurricanes over the last 32 years, the areas impacted\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.veros.com\/hurricanes-and-their-surprising-impact-on-home-prices\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">saw greater home value appreciation<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in the year following the event than the year before. For example, Miami\u2019s appreciation before Hurricane Andrew was 3.5%, but it grew to 8.7% in the year following. The trend was the same even when the appreciation was taken as a percentage of overall appreciation for the nation, which helped to remove other factors affecting home values.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">A separate\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/cre.org\/wp-content\/uploads\/2017\/04\/Hurricanes.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">study<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0looking at zip code-level data found a temporary dip in home values in the immediate areas directly hit by a hurricane but a strong recovery in the long run. Eventually, growth in areas hit by a hurricane outpaced growth in similar unaffected areas. That\u2019s consistent with the Federal Housing Finance Agency\u2019s\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.fhfa.gov\/DataTools\/Downloads\/Documents\/HPI_Focus_Pieces\/2005Q3_HPIFocus_N508.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">data<\/span><\/a><span data-preserver-spaces=\"true\">, which found that the hardest-hit area of Florida after Hurricane Andrew experienced a decline in transactions and stable appreciation immediately following the hurricane, with accelerated growth later on.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">A National Association of Realtors\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nar.realtor\/sites\/default\/files\/migration_files\/hurricanes-impact-on-housing-and-economic-activity-case-study-florida-2006-04.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">case study<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0looked at hurricanes that made landfall in Florida in 2004 and 2005 and found that even five months after the 2005 hurricanes hit, affected regions were seeing a reduction in home sales, which the authors attributed to rising insurance costs. But the area eventually rebounded as well.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Supply and demand explain the phenomenon. When homes are destroyed, people seek new places to live. The shortage of homes and increased building costs raise the prices of available homes in the surrounding areas. What\u2019s surprising is that people are\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2022\/10\/01\/development-growth-florida-south-ian\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">increasingly moving into hurricane-prone areas<\/span><\/a><span data-preserver-spaces=\"true\">. It\u2019s not just the locals relocating.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Will Florida\u2019s real estate market accelerate as historical data suggests? Or will this be a different crisis? To answer this, it\u2019s important to understand what was happening with homebuilding and insurance rates before the storm struck.\u00a0<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">Development and Insurance Before Ian<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">When the demand for housing in a coastal state is high, real estate developers will build. Even if it means building on top of a natural wetland marsh that would leave inland areas\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.orlandoweekly.com\/news\/hurricane-ian-was-a-powerful-storm-real-estate-developers-made-it-a-catastrophe-32719630\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">even more vulnerable to a storm surge<\/span><\/a><span data-preserver-spaces=\"true\">. The dredge-and-fill technique, which involves piling up land taken from underwater, was used to increase the availability of waterfront housing in Florida through much of the 20th century, despite the environmental fallout.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Then, in 2011, Florida\u2019s former governor, Rick Scott,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.npr.org\/2022\/10\/08\/1127302954\/shutting-an-agency-managing-sprawl-might-have-put-more-people-in-hurricane-ians-\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">eliminated the state agency<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0responsible for evaluating the risk of development and limiting new construction in vulnerable areas. Rampant development went unchecked, potentially causing more destruction when Ian made landfall and angering reinsurers.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">After Hurricane Andrew devastated Miami in 1992, most major national property insurance companies\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nytimes.com\/2022\/10\/13\/climate\/florida-real-estate-hurricane-ian.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">stopped doing business<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in Florida or began writing fewer policies. All that was left were smaller insurance providers that heavily relied on reinsurance companies, along with Citizens, a state-mandated insurer that is designed to provide last resort coverage to homeowners who lack options for private insurance. It\u2019s a nonprofit funded mainly by homeowner premiums and special assessments.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Before Ian, reinsurers were already raising their prices for coverage, and Citizens could only get half of what the company needed in reinsurance. Overall, Florida\u2019s property insurers have been\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/floir.com\/docs-sf\/default-source\/property-and-casualty\/stability-unit-reports\/july-2022-isu-report.pdf?sfvrsn=34f77ed6_2\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">losing money<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0for the past five years. Insurance costs in the state were already becoming unaffordable before Ian struck.\u00a0<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">What Will Happen to Florida\u2019s Real Estate Market as a Result?<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">For many <a href=\"https:\/\/www.biggerpockets.com\/agent\/match\" target=\"_blank\" rel=\"noreferrer noopener\">real estate agents<\/a> selling homes near Ian\u2019s path,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.wsj.com\/articles\/home-buyers-flock-to-florida-cities-devastated-by-hurricane-ian-11666047662\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">demand hasn\u2019t slowed<\/span><\/a><span data-preserver-spaces=\"true\">. Some housing\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.news-press.com\/story\/news\/local\/2022\/10\/13\/housing-market-areas-impacted-hurricane-ian-not-likely-cool-down\/10461619002\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">experts predict<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0a temporary downturn followed by a return to the pre-hurricane, overheated market. But others\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.politico.com\/news\/2022\/09\/30\/hurricane-ian-florida-insurance-00059598\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">say<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0the rising cost of insurance premiums and building materials coupled with high-interest rates will eventually cause home values to decline in the area, putting an end to southwest Florida\u2019s real estate boom. Analysts say real estate recovery from Ian may look different from past disasters because the effect of weather events is typically transient, but Florida homeowners are looking at ongoing high costs of ownership due to unaffordable insurance premiums.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">More insurers in Florida may face bankruptcy. Those that stick around will raise premiums significantly. People were already paying $20,000 per year or more for modest homes, and Ian will only make costs more dramatic,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nytimes.com\/2022\/10\/13\/climate\/florida-real-estate-hurricane-ian.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">says a Miami agent<\/span><\/a><span data-preserver-spaces=\"true\">. Some people may not be able to get property insurance at all\u2014and without insurance, financial institutions will not issue a mortgage. Most prospective homebuyers rely on financing, so this would greatly reduce the number of buyers, causing the value of homes in the area to fall.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Investors may see this as an opportunity. After all, Florida\u2019s coast won\u2019t cease to be a beautiful place to live and vacation. Historically, homebuyers haven\u2019t seemed deterred by disasters\u2014the dream of owning oceanfront property remains for many. If the insurance market collapses, some experts say hurricane-prone areas of Florida could become neighborhoods for homeowners wealthy enough to buy and rebuild with cash, along with rental buildings owned by companies with plenty of reserves. The home affordability crisis will mean those building owners can charge high rents.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">But natural disasters are getting more costly and more destructive, leading some experts to wonder if we should be moving away from these vulnerable places\u2014and whether the availability of flood insurance through the NFIP is hurting more than it\u2019s helping.\u00a0<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">The Problem With Subsidized Insurance and Climate Change<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">Most flood insurance is provided to homeowners through NFIP policies, which are underwritten by FEMA. The program is funded by insurance premiums and by money from Congress. But after each natural disaster, the NFIP borrows from the Treasury. And the program\u2019s borrowing authority\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.cambridge.org\/core\/journals\/journal-of-policy-history\/article\/troubled-waters-the-national-flood-insurance-program-in-historical-perspective\/3F9481EC44EBC8F83AD93A5689E33A14#fn2\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">keeps increasing<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0as storms get more severe.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The premiums homeowners pay for flood insurance from the NFIP reflect\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.cbo.gov\/sites\/default\/files\/presentation\/49441-femaratemethodsnfip.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">less than half<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0the level of risk. The median value of properties in the program is\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.cbo.gov\/sites\/default\/files\/110th-congress-2007-2008\/reports\/06-25-floodinsurance.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">about double<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0the value of a typical home, so the benefits of the subsidies are going to more affluent homeowners.\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/catalyst.independent.org\/2022\/07\/08\/subsidizing-homes-flood-zones\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Some say<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0the program incentivizes development in flood-prone areas: People choose to live in places they know are at risk of flooding because they know they can get flood insurance. When their homes are eventually destroyed, the burden falls on taxpayers. If coastal homeowners were forced to deal with the cost of their risky decisions, we might see a different migration trend. At the very least, builders might be encouraged to use more weather-resistant construction materials.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">FEMA\u2019s new\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.fema.gov\/flood-insurance\/risk-rating\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Risk Rating 2.0<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0is designed to make pricing for premiums more\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nar.realtor\/flood-insurance\/nar-myth-buster-fema-risk-rating-2-0\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">transparent and equitable<\/span><\/a><span data-preserver-spaces=\"true\">, reflecting the actual risk of a specific home to flooding. But the fact remains that affordable flood insurance premiums won\u2019t cover the damage from new hurricanes. Stronger building codes could lessen the cost next time around.
